Special Weather Statement issued March 05 at 5:49PM CST by NWS GreenBay

...HEAVY DOWNPOURS AND LOCALIZED FLOODING POSSIBLE THIS EVENING...
A low pressure system and associated frontal boundaries will pass through northeast Wisconsin this evening. The combination of a abundant moisture and some instability in the atmosphere will lead to the potential for heavy downpours across the area, especially where thunderstorms develop. Portions of east-central Wisconsin may see rainfall rates approaching a half inch an hour on frozen soils. This will likely lead to increased surface runoff and may result in standing water in area roadways along with increased flows in streams and ditches.
If traveling this evening, be aware of standing water in low-lying areas and be alert for any ponding of water in area roadways. Be sure to clear any storm drain inlets of any debris, ice or snow to help with the drainage process.
