They are co-CEOs at a company that was not named by the DOJ, but who allegedly took part in the scheme to obtain a government contract for the company in exchange for offering Burke a job. | The law does not allow for any exceptions to be made in the case of admirals or CEOs. Matthew Graves said those who receive and pay bribes should be held accountable. "The urgency of the case is greatest when senior government officials or senior executives are accused of being involved in corruption, such as this one." | Burke, vice chief of Naval Operations, was the second-highest ranking naval officer in the Navy. | Before their contract ended, the company had provided training for a small portion of the Navy in 2018 and 2019. | The Navy told the company not to contact Burke, however, the three met up in Washington, D.C., on July 20, 2021, and Burke allegedly agreed that he would use his influence to help the company get a sole-source agreement and encourage other Naval officers to use the company to conduct a larger training program, which Kim estimated to be worth "triple-digit millions." | Burke's staff allegedly awarded the company in December 2021 a contract worth $355,000 to train Naval personnel he commanded in Italy and Spain.
